Keith DeVore retired from County service as Department of Water Resources Director. Mr. DeVore joined the Board in July 2012. His current term expires June 30, 2024.
Ronald Suter

Chad Rinde

Chad Rinde, CPA, is the Director of the Department of Finance and the Ex Officio Member of SCERS’ Board since June 2023.
M. Tepa Banda

Mr. Banda is the director of finance for the Sacramento Regional County Sanitation District (Regional San) and Sacramento Area Sewer District (SASD). Mr. Banda joined the Board in December 2022, and his current term expires December 31, 2025.
Alina Mangru

Alina Mangru is the Division Chief of Finance Administration (SAA). Ms. Mangru joined the Board in January 2022, and her current term expires December 31, 2024.
Jack Noble

Jack Noble is the Patrol Watch Commander with the Sacramento County Sheriff’s Department. Mr. Noble joined the Board in January 2022, and his current term expires December 31, 2024.
Chris Giboney

Chris Giboney is a Fire Captain for Sacramento County Airport Fire. Mr. Giboney joined the Board in January 2022 and his current term expires on December 31, 2024.
Martha Hoover

Martha Hoover was reelected Retiree Trustee in October 2022. Ms. Hoover’s current term expires December 31, 2025.
Dave Irish
Alternate Trustee
Elected by the Retired Members
Dave Irish was elected Alternate Retiree Trustee in October 2022 and his current term expires December 31, 2025. Mr. Irish is a retired director of finance with Sacramento County and served on the SCERS Board as ex-officio from 2005- 2010.
