*Please note, due to the fact that the candidates for the Retiree Representative and Alternate Retiree Representative are running unopposed, ballots will not be sent to retirees for this election.

Election Notice

An election will be held for the Sacramento County Employees’ Retirement System (SCERS) Retirement Board for a Miscellaneous Representative, Retiree Representative, and an Alternate Retiree Representative. The terms of office for all three trustees will begin January 1, 2017 and end December 31, 2019.  View the Sacramento County Voter Registration and Elections page for additional information.
 

Commitment

The SCERS Board is committed to the highest levels of fiduciary and ethical behavior. This includes not only understanding the legal requirements for prudent and reasonable fiduciary decision making but also a commitment to obtain the necessary education on investment and other matters addressed by the Retirement Board. The position will involve preparation for and attendance at monthly Retirement Board meetings and other special meetings as scheduled, as well as participation in educational programs and public retirement plan conferences.
 

Eligibility

In order to be eligible to vote or to be a candidate for the SCERS Board, an employee must be an active miscellaneous member or retired member of SCERS according to System records. Only miscellaneous members may vote for the Miscellaneous Retirement Board Representative, and only retired members may vote for the Retiree Retirement Board Representative.
 

Nominations

During the nomination period, interested members may submit forms to establish their candidacy for the Retirement Board. The nomination period is August 8 through August 19, 2016. Nomination papers and candidate’s statement forms may be obtained and filed at Voter Registration and Elections, 7000 65th Street, Suite A, Sacramento, CA 95623, Monday through Friday, from 8 a.m. to 5 p.m. Candidates should plan to pick up and file nomination papers in person. Each candidate is allowed a 200-word statement of qualifications, which will be included in each member’s voting material.
 

Voting

Ballots will be mailed to the home addresses of miscellaneous and retired members by September 15, 2016. The election will be held September 19 through September 30, 2016. Ballots may be returned via County inter-office mail, by U.S. mail, or in person at the Voter Registration and Elections Office. It is important that the ballot be signed, or it will not be counted. For hand delivery, ballots must be received by the Elections Office by 5:00 p.m. on September 30, 2016.  For U.S. Mail delivery, ballots must be postmarked by September 30, 2016 and received by the Elections Office by 5:00 p.m. on October 3, 2016.
 

Distribution of Information to SCERS Members

Historically, Sacramento County Employees’ Retirement System (“SCERS”) has facilitated mailings to its members solely on behalf of the Plan Sponsor, which is the County of Sacramento, and to the recognized organization for retired members, which is the Sacramento County Retired Employees’ Association (“SCREA”).  SCERS facilitates SCREA mailings because the 1937 Act (Government Section 31592.6) specifically calls for the designation of a retiree organization and requires that the retirement system (SCERS) collaborate with the designated retiree organization (SCREA) to facilitate communication with retired members.  Whether it is a mailing request by the Plan Sponsor or by SCREA, SCERS protects the confidentiality of the recipient by not sharing names, addresses, or other identifying information with the party requesting the mailing and by requiring the vendor(s) who facilitate the mailing to execute a confidentiality agreement with the same mandate. SCERS places a disclaimer notice on the piece being mailed noting that the content is the sole responsibility of the party requesting the mailing. All costs associated with the mailing are borne by the requestor. SCERS does not facilitate mailings by third parties other than the Plan Sponsor or SCREA. However, in the context of a SCERS Board election, SCERS will facilitate a mailing on behalf of a retirement board election candidate, upon request, with the same terms and conditions as for the Plan Sponsor or SCREA.
